I’ve spend more than two hours trying to resolve this problem and speaking with some people in India using my cpanel. They could not do anything.

At the end I found the answer online.

At least in cakephp 3 (my problem), you can fix this mistake by editing your php.ini like this:

allow_url_fopen = On
allow_url_include = On

That’s it!  Good luck!
